These links are relevant as one, possibly two were used in posts on social media. This resulted in Mr Steele engaging the administrator of a local Facebook page in correspondence.

Communication appears to have broken down and Mr Steele was banned and blocked from the page.

Mr Steele thereafter contacted the administrator of another local Facebook page and once again communication appears to have broken down. Mr Steele was banned and blocked from the page.

Shortly thereafter Giffnock Community Council held their monthly meeting via zoom.

Mr Steele was present as was the administrator of the second Facebook page, as she is also a Community Councillor.

Mr Steele raised the issue concerning the post and his communications with the administrator.

The administrator answered Mr Steele and felt that she was doing so as the administrator, not a community councillor, as the matter had nothing to do with the Community Council.

(A point that the Council Hearing panel agreed with.)

Mr Steele then lodged a complaint that the community councillor had breached the code of conduct.

'You must respect fellow members of your Community Council and those that you represent, treating them with courtesy, respect and in a non-discriminatory manner at all times.'

That was the issue the Board hearing was to make a decision on.

Two elected members (Councillors) and two Community Councillors.

This incident took place in June 2020 and the hearing was held January 2021.

The reference that Mr Steele makes regarding the police relates to the fact that he called the police to complain about the Facebook posts.

The two Councillors on the panel were Cllr Angela Convery (Chair) and Cllr Jim McLean

June 2020 Allan Steele Jnr lodged a complaint against the chair of Giffnock Community Council, the Treasurer and the entire compliment of Community Councillors.

He also requested that the Community Council cease to support the administrator of the first Facebook group, as in his opinion, she was not fit for purpose.

He also lodged two complaints against the councils liason officer.

As a result the chair Jack Powell resigned shortly after the complaint was lodged.

The treasurer resigned around the same time and then the community council appeared to implode, as seven other community councillors resigned.

Leaving the community council unable to function.

Allan Steele Jnr was provided with the opportunity to comment with regards to this article, he refused.

Article 6 of the European Convention on Human Rights (ECHR)

“1. In the determination of his civil rights and obligations or of any criminal charge against him, everyone is entitled to a fair and public hearing within a reasonable time by an independent and impartial tribunal established by law.

Judgment shall be pronounced publicly but the press and public may be excluded from all or part of the trial in the interests of morals, public order or national security in a democratic society, where the interests of juveniles or the protection of the private life of the parties so require, or to the extent strictly necessary in the opinion of the court in special circumstances where publicity would prejudice the interests of justice. ...”
