Agenda Item 3 - Section 33A notice - 29 East Kilbride Road, Busby, G76 8JY – Update, report by Director of Environment (copy attached, pages 3 – 6).

The sound in the meeting recording is poor and it is difficult to hear/follow and make out all that is being said.

It would appear Cllr McLean wants to put in a motion and can be seen and heard to say -
'I'd like to put a motion in.....'

The Chair says - 'Il'l second it..'


The next part of the meeting is indeed more difficult to hear/follow

Was an option given to speak to the motion?
If not, why not?

Was an option given to propose an amendment to the motion?
If not, why not?

The Chair appears to address someone and says - 'okay,...'

There is a voice which says 'you beat me to it....'

The Chair then says ' You agree with it don't you that's fine well that's thought* for right um so...'

(* thought comes up in the subtitles)


Would appreciate if you can clarify/confirm

- was the motion discussed?

- was any opportunity given to propose an amendment to the motion?

- what was the outcome of the motion?

- where/when did Chair give outcome of motion?

- How were those watching recording to know the outcome of the motion?

- who was the Chair speaking to?- ' You agree with it don't you that's fine well that's thought* for...'

- who said ''you beat me to it....'

A motion was proposed by Councillor McLean and seconded by Councillor Cunningham to hold a site visit before further consideration of the item.

Members were offered the opportunity to object to the motion, but all signalled that they were content to go ahead with it.

The Councillor who stated, "You beat me to it" was Councillor Edlin, who was indicating that he had intended to second Councillor McLean's motion, signalling his agreement.

It was he who Councillor Cunningham was addressing as he had motioned to say something, but it was simply to make that remark.

The outcome of the motion is that a site visit will be held prior to further consideration of the item, as proposed by Councillor McLean and seconded by Councillor Cunningham.

It is unfortunate if the audio on the recording wasn't clear, however, it was clear to those present that this was what was proposed and agreed and it will be recorded in the written minute.

I trust this clarifies the matter.

Are you referring to the same meeting as myself?

Cllr McLean - 'Yeah...'

Chair was addressing/talking to one person(the background voice?) and not the meeting as a whole.


Where in the above dialogue did the Chair offer the opportunity to object to the motion?

Where in the above dialogue did all signal that they were content to go ahead with it?

Where in the above dialogue did the Chair indicate the outcome of the motion?

I have viewed the recording. I found that Councillor McLean's motion, while certainly quiet, was able to be heard.

The Chair offered the opportunity to proffer another motion and was checking with Councillor Edlin if that was his intention, but he simply wanted to state that he had intended to second Councillor McLean's motion before the Chair did.

Councillor Lunday had indicated he had nothing to add by shaking his head. No members have indicated that they felt that they were not given the opportunity to speak at the motion.

The motion was competent and correctly put and seconded and no alternatives were put forward.

I trust this clarifies the matter.
