Lorraine McMillan CEO of East Ren Council announces her resignation though it appears she is hanging on for up to 6 months to enable her successor to be appointed.

Our advice to Councillors is to ensure whoever you appoint has never been a member of any political party and they live in or agree to relocate to live in East Renfrewshire. No offs, no buts!

We also hear Eamonn Daily head of Democratic Services is retiring.

We make no comment on their imminent departures but ask Councillors to recognise that this is the time to take control of the council rather than be controlled by officers.

After 15 years in post, the Chief Executive of East Renfrewshire Council,
Lorraine McMillan, will be leaving in the summer to enter into retirement.
A new search for a suitable person to replace her will begin immediately. This must be a far reaching search throughout the UK and the Republic of Ireland and all options should be considered from the public, private and third sectors.
It is imperative that we recruit the best possible candidate utilizing a thorough recruitment process, to properly appoint a successor.
The people of East Renfrewshire deserve the best possible appointment available to this extremely important role.
I wish Lorraine well for her approaching retirement.

East Renfrewshire Council: Lorraine McMillan to retire

The top boss at East Renfrewshire Council is to retire this summer.

Lorraine McMillan will stand down after serving as chief executive for 15 years.

She took on the role in 2008, after holding a number of senior posts at Scottish Enterprise.

Ms McMillan said: “I have loved my time here at East Renfrewshire Council and it is a huge wrench to retire but it is maybe time to think about winding down a little.

“In all my working life, I have never met a nicer, more dedicated group of people than I have worked with at the council and I will really miss everyone when I retire.

“Please be assured of my absolute commitment over the next few months as my successor is recruited.”

Council leader Owen O’Donnell heaped praise on Ms McMillan for the work she has done at the local authority over the past 15 years.

He said: “Lorraine has played an incredibly important part in the life of East Renfrewshire Council.

"She was chief executive at the height of the coronavirus pandemic and steered the council through that crisis.

"During her time in the role, East Renfrewshire Council has cemented its reputation as one of the best-run councils in Scotland, with consistent leadership in education and many other areas.

"She has been of great support to myself and my predecessors as council leader. I wish her all the very best for a long and happy retirement."

Ms McMillan, who is a chartered physicist, previously worked in research and development with optical engineering firm Barr and Stroud, now known as Thales.

She gained a MBA (Master of Business Administration) degree and joined the Scottish Development Agency, specialising in technology transfer.

In 1991, she joined Scottish Enterprise Dunbartonshire and became chief executive of Scottish Enterprise Renfrewshire in 1999, before moving to East Renfrewshire Council.

Ms McMillan is also the local government lead for digital transformation and was involved in setting up the Local Government Digital Office, which supports councils across Scotland on digital innovation.

She was previously a board member of the Scottish Funding Council and has been a board member of the SCIAF charity since 2019. She also sits on the board of the Improvement Service.

A report on the process for appointing her successor will be brought to the next meeting of the full council on March 1.
